Philadelphia, PA – City Controller Rebecca Rhynhart announced several key staff appointments in the City Controller’s Office, completing her Executive Leadership Team.

These hires, as well as my other senior staff, represent a clear commitment to the goals I have laid out, especially putting together an extremely qualified, diverse team to lead the Office,” said City Controller Rebecca Rhynhart. “I’m thrilled to have the team in place and am looking forward to the impactful, meaningful work we will do, together.”
The new team members are as follows:
Terri Domsky, Deputy Controller for Investigations
Terri Domsky, a prosecutor with nearly 30 years of experience at the Philadelphia District Attorney’s Office, will join the Controller’s Office on January 29 as the Deputy Controller for Investigations. This unit, formerly called the Special & Fraud Investigations Division, will lead all investigations into waste, fraud, abuse and misconduct across the City, as well as all Special Investigations.
Ms. Domsky spent the last eight years as part of the Special Investigations and Insurance Fraud Units in the District Attorney’s Office. In this role, she investigated and prosecuted allegations of Insurance Fraud, including Workers’ Compensation claims, allegations of municipal employee misconduct and corruption, and more. Her other roles in the DA’s Office include the Homicide Unit, Assistant Chief of the Major Trials Unit, Chief of Special Narcotics Prosecution Unit. In addition to her work at the DA’s Office, Ms. Domsky has also taught training seminars and mock trials for police recruits, lectures on the stages of criminal cases to DA’s Office interns, and worked as an adjunct professor at Temple University. Ms. Domsky received her Juris Doctorate and undergraduate degrees from Temple University.
Rosamond Howard, Senior Director, Strategy and Policy Analysis
Rosamond Howard will serve as the Senior Director for the newly created Strategy and Policy Analysis Unit, which will focus on modernization and best practices across City government and policy research. Additionally, the Senior Director will support the City Controller’s role on the Pension Board, Philadelphia Gas Commission and Sinking Fund Commission. Her team will also work on data visualization projects to support the public’s understanding of the work of the Controller’s Office.
Rosamond Howard most recently worked as the Global Marketing Manager for Innovation Programs for the Reverse Osmosis Division of the Dow Chemical Company. Previously, she worked as a Commercial Bank Associate and Asset Management Analyst at JP Morgan Chase & Co. She has experience with investment management, debt service, product development, marketing, and strategy development and implementation. She holds a Bachelor of Arts in Political Science from Rice University and an MBA in Strategic Management from the Wharton School of University of Pennsylvania.
Salena Jones, General Counsel
Salena Jones, a 15-year veteran of service to the City of Philadelphia, joined the Controller’s Office on January 17 as the General Counsel. The General Counsel will provide legal advice on strategy and implementation to the Controller’s Office executive staff and the City Controller. The General Counsel will ensure that the office operates within the legal parameters of its appointed power.
Ms. Jones has served in a variety of leadership roles at the DA’s Office, including East Division Chief, Chair of the Hate Crimes Task Force, Community Engagement Chief and more. Prior to joining the DA’s Office, she worked for eight years in Juvenile Probation. She is the past President of the National Black Prosecutor’s Southeast Pennsylvania Chapter (2017-2018). She received her Juris Doctorate from Temple University Beasley School of Law, her Master of Arts in Bilingual/Bicultural Studies from LaSalle University and her Bachelor of Arts from the University of Pennsylvania.
Jolene Nieves Byzon, Director of Communications
Jolene Nieves Byzon, who has served the City of Philadelphia in several communications roles since 2011, joined the Controller’s Office on January 4 as the Director of Communications. Most recently, Ms. Byzon served as the Assistant Director of Communications for Rebuilding Community Infrastructure in the City’s Managing Director’s Office. She previously worked as the Director of Communications for Councilman Bobby Henon, Speechwriter to former Philadelphia Mayor Michael A. Nutter and as a press aide in the Nutter Administration. She received her Master of Science in Public Communication from Drexel University and holds Bachelor of Arts degrees in History and in Political Science from the Honors College at Seton Hill University.
These new hires join previously announced staff: Kellan White, First Deputy Controller; Nicole McCormac, Chief of Staff; John Thomas, Deputy Controller for Pre-Audit; and Christy Brady, Deputy Controller for Audit (formerly the Post-Audit Division).
